The French Government declares that, in application of Article 3.b, it will accord to the Judges during meetings of the Court, such facilities in the matter of customs and exchange control as may be necessary to the unimpeded exercise of their duties.

Declaration made at the time of signature without reservation as to ratification, on 16 December 1961 - Or. Fr.

The Government of the Netherlands declares that the Fourth Protocol to the General Agreement on Privileges and Immunities of the Council of Europe signed at Paris on 16 December 1961 shall apply for the Kingdom in Europe.

Declaration contained in a letter from the Permanent Representative of the Netherlands, dated 25 July 1962, registered at the Secretariat General on 26 July 1962 - Or. Fr.

The Government of the Netherlands declares that the Fourth Protocol to the General Agreement on Privileges and Immunities of the Council of Europe signed at Paris on 16 December 1961 shall apply to the Dutch West Indies.

Declaration contained in a letter from the Permanent Representative of the Netherlands, dated 24 December 1985, registered at the Secretariat General on 3 January 1986 - Or. Engl.

The island of Aruba, which is at present still part of the Netherlands Antilles, will obtain internal autonomy as a country within the Kingdom of the Netherlands as of 1 January 1986. Consequently the Kingdom will from then on no longer consist of two countries, namely the Netherlands (the Kingdom in Europe) and the Netherlands Antilles (situated in the Caribbean region), but will consist of three countries, namely the said two countries and the country Aruba.

As the changes being made on 1 January 1986 concern a shift only in the internal constitutional relations within the Kingdom of the Netherlands, and as the Kingdom as such will remain the subject under international law with which treaties are concluded, the said changes will have no consequences in international law regarding to treaties concluded by the Kingdom which already apply to the Netherlands Antilles, including Aruba. These treaties will remain in force for Aruba in its new capacity of country within the Kingdom. Therefore these treaties will as of 1 January 1986, as concerns the Kingdom of the Netherlands, apply to the Netherlands Antilles (without Aruba) and Aruba.

Consequently the treaties referred to in the annex, to which the Kingdom of the Netherlands is a Party and which apply to the Netherlands Antilles, will as of 1 January 1986 as concerns the Kingdom of the Netherlands apply to the Netherlands Antilles and Aruba.

    Royaume-Uni :


Declaration contained in a letter from the Permanent Representative of the United Kingdom, dated 19 October 1971, registered at the Secretariat General on 20 October 1971 - Or. Engl.

In accordance with Article 8 of the Fourth Protocol I have the honour to declare on behalf of the United Kingdom of Great Britain and Northern Ireland that the provisions of this Protocol shall hereby extend to the following territories: the Bailiwick of Jersey, the Bailiwick of Guernsey and the Isle of Man.

    Turquie :


Declaration made at the time of signature without reservation as to ratification, on 1 June 1962 - Or. Fr.

The Fourth Protocol, owing to the provisions of the Constitution of the Republic of Turkey and in derogation from paragraph 2 of Article 10 of the said Protocol, will enter into force at the time of its publication in the Official Gazette; the Secretary General of the Council of Europe will be notified of the date, so that it may be communicated to the other member States (The Fourth Protocol was published in the Official Gazette on 1 March 1965).
