    Austria :


Declaration contained in a letter from the Permanent Representative of Austria dated 26 August 1985, registered at the Secretariat General on 28 August 1985 - Or. Fr.

With reference to the the Protocol to the European Convention on the equivalence of diplomas leading to admission to Universities, which was ratified by Austria on 28 June 1985, I have the honour to notify the following list of institutions referred to in Article 2 of the said Protocol :

Österreichisches St. Georgs-Kolleg Istanbul, Karaköy, Kart Cinar, Sokak 2, ISTANBUL, TURKEY.

Declaration contained in a letter from the Permanent Representation of Austria dated 7 November 1990, registered at the Secretariat General on 8 November 1990 - Or. Fr.

In accordance with Article 2 of the Protocol to the European Convention on the equivalence of diplomas leading to admission to Universities (1964), the Permanent Representation of Austria to the Council of Europe has the honour to notify the following Austrian school :

Österreichische Schule Budapest, Tabor ut. 2-4, H-BUDAPEST 1, Hungary.

There is no change with regard to the other two schools already notified.

Declaration contained in a Note Verbale from the Permanent Representation dated 1 December 1992, registered at the Secretariat General on 4 December 1992 - Or. Fr.

The Protocol to the European Convention on the Equivalence of Diplomas leading to Admission to Universities, Official Gazette of the Federal Republic No. 327, 1985, shall apply to the following Austrian schools abroad:

According to the Act relating to the equivalence, Official Gazette No. 469/1991 and its paragraph 1Z5, the graduates of these schools will have access to universities in Austria not according to conditions of access of the host State, but in accordance with the conditions of access prevailing in Austria.

    Belgium :


Reservation made at the time of deposit of the instrument of ratification, on 5 June 1972 - Or. Fr.

When depositing the instrument of ratification, the Permanent Representative declared on behalf of his Government that these Conventions and this Protocol [Note by the Secretariat: ETS Nos 21, 32 and 49] are ratified subject to the effective application of reciprocity by each of the member States in respect of Belgian diplomas, certificates and periods of study.

    Cyprus :


Declaration contained in a Note Verbale from the Ministry of Foreign Affairs of Cyprus, dated 19 January 2006, handed at the time of deposit of the instrument of ratification, on 1 March 2006 - Or. Engl.

With regard to the Protocol to the European Convention on the Equivalence of Diplomas leading to Admission to Universities, the Republic of Cyprus hereby declares that, pursuant to Article XI.4, paragraph 2, of the Convention on the Recognition of the Qualifications concerning Higher Education in the European Region, it intends to apply the Protocol to the European Convention on the Equivalence of Diplomas leading to Admissions to Univertities only in its relations with other States party thereto which are not a party to the Convention on the Recognition of the Qualifications concerning Higher Education in the European Region (ETS No. 165).

    Greece :

The Government of the Hellenic Republic declares that the accession of the Former Yugoslav Republic of Macedonia to the Conventions of the Council of Europe to which the Hellenic Republic is a Contracting Party does not imply the recognition of the Former Yugoslav Republic of Macedonia by the Hellenic Republic.

    Netherlands :

We approve herewith, for the Kingdom in Europe, Surinam and the Dutch West Indies, in respect of all the provisions contained therein, the Protocol reproduced above.

Declaration contained in a letter from the Permanent Representative of the Netherlands, dated 24 December 1985, registered at the Secretariat General on 3 January 1986 - Or. Engl.

The island of Aruba, which is at present still part of the Netherlands Antilles, will obtain internal autonomy as a country within the Kingdom of the Netherlands as of 1 January 1986. Consequently the Kingdom will from then on no longer consist of two countries, namely the Netherlands (the Kingdom in Europe) and the Netherlands Antilles (situated in the Caribbean region), but will consist of three countries, namely the said two countries and the country Aruba.

As the changes being made on 1 January 1986 concern a shift only in the internal constitutional relations within the Kingdom of the Netherlands, and as the Kingdom as such will remain the subject under international law with which treaties are concluded, the said changes will have no consequences in international law regarding to treaties concluded by the Kingdom which already apply to the Netherlands Antilles, including Aruba. These treaties will remain in force for Aruba in its new capacity of country within the Kingdom. Therefore these treaties will as of 1 January 1986, as concerns the Kingdom of the Netherlands, apply to the Netherlands Antilles (without Aruba) and Aruba.

Consequently the treaties referred to in the annex, to which the Kingdom of the Netherlands is a Party and which apply to the Netherlands Antilles, will as of 1 January 1986 as concerns the Kingdom of the Netherlands apply to the Netherlands Antilles and Aruba.

Declaration transmitted by a Note verbale from the Permanent Representation of the Netherlands, dated 4 January 2012, registered at the Secretariat General on 9 January 2012 - Or. Engl.

In the case of the Kingdom of the Netherlands, the term "metropolitan territory" in Article 3 (c) of the Protocol shall not retain its original sense but shall be taken to mean "European territory", in view of the relations existing in public law between the European part of the Netherlands, Aruba, Curaçao, Sint Maarten and the Caribbean part of the Netherlands (the islands of Bonaire, Sint Eustatius and Saba).

    New Zealand :

The Accession of New Zealand to the Convention and to the Protocol applies to the Cook Islands, Niue and the Tokelau Islands.

    United Kingdom :


Declaration contained in a letter from the Permanent Representative of the United Kingdom dated 25 August 1964, handed to the Secretary General at the time of signature without reservation as to ratification on the same day - Or. Engl.

It is stipulated in Article 2 of the Protocol to the European Convention on the Equivalence of Diplomas leading to Admission to Universities that each Contracting Party shall provide a list of institutions officially sponsored by it outside its territory which award diplomas constituting a requisite qualification for admission to Universities situated in its territory. There are at present no such institutions which fulfil these criteria for the United Kingdom.

Declaration contained in a letter from the Permanent Representative of the United Kingdom, dated 1 September 1994, registered at the Secretariat General, on 2 September 1994 - Or. Engl.

I hereby declare, on behalf of the Government of the United Kindgom of Great Britain and Northern Ireland, that the Convention and its Protocol shall apply to the Isle of Man, being a territory for whose international relations the Government of the United Kingdom is responsible.
